DIY Manual Normal Filling
Refilling a cartridge manually (and with many refill machines), involves injecting ink forcefully into the foam of the cartridge. This requires the ink to attempt to displace the air inside the foam - which near impossible to achieve. The result is a cartridge which still has large amounts of air within the ink-filled portion of the foam.
While the operator may be able to 'suck' out some of the air from the printhead (often called 'priming'), the air removed is only sufficient to produce a good test print.
Air soon migrates towards the nozzles again, blocking the flow of ink from one or more of the firing chambers. The cartridge fails

If correct vacuum is used (80% vacuum is a minumum but 90% or greater is ideal), the printhead becomes 'hungry for ink'. Instead of trying to carefully force ink into the tiny chambers, vacuum filling enables the ink to fill every individual nozzle with zero effort therby no blank or pages with lines.
